I actually don't know what that building is. I know that during the Halloween party they have Cinderella's carriage there for photo ops. I'm sure they do something with the space for the Christmas party...

I actually think it is just where Cast Members go to get "behind the scenes".

By "that thing on the end," I assume you mean the Fantasyland station for the "Skyway"? It won't re-open. The other end is in Tomorrowland, above the restrooms outside Space Mountain.
